Probably closer to being a hold.. Are you above numbers? If so it is YP to make sure if admitted you will go.

A hold is not a decision . . . it's the school telling you that they can't make a decision on your application yet, but will later in the cycle. It's just them letting you know you're under some kind of serious consideration but don't want to admit you until they have a better idea of how the rest of the class is going to shape up.
A waitlist is a final decision on your application. The school has told you that as things stand now there is no room for you in the class, but you're in place as a backup. If fewer admits matriculate than they predict, than they will pull a few lucky people off the waitlist to take their places.
