Is a secondary journal even worth it?

Law Review is the best of the best, weall know that, but if one wasnt invited to LR but could get into a secondary journal, is it really worth investing all those hours over, say, a clinic (or something else you can do during he year)?

The way I understand it (and depending on your career goals and strengths of the teams/journals in question)...
