Need Help Deciding Where To Go...

I am in the middle of finding out where I have been accepted and need help finding a direction. Vanderbilt is my number one choice and I am currently waitlisted there. So far I have been accepted to Emory and received $72,000. George Washington and got $102,000, Notre Dame and got $60,000, Texas with no money.
I eventually want to practice in the Maryland-D.C. area and was wondering if anyone had any thoughts on where I should go?

What if I possibly decide that I want to live and practice in another region? How does George Washington do outside of DC?

GW is (was before ITE) one of the best schools for portability outside of the T14. Brian Leiter had them in the mid-teens for portability in a study he did in ~2003.
