As a function of LSP, I would say:

reach = weak consider, deny
target/wheelhouse = consider/strong consider
safety = admits

There is no normative rule for how many you should apply to. I would say apply three-ish safeties and as many reaches and targets as you can imo. You have nothing to lose.

After I started receiving acceptances, I realized I applied to way too many schools. If I could do it over, I would have only applied to safeties that I would really like to attend, or that would give me $$$. The same really goes for the others (except the $$$). I regret spending so much time and money on applications for schools I really never would have attended. My top choices in each category are still my top choices, and now the only ones that really matter.

Don't forget to ask every school for a fee waiver before you apply.
