Anyone OUT FT but IN PT?

I applied to SCU and McGeorge and they allow you the option for being considered for the other program if you're not admitted to your main choice (ie. want FT but will consider PT). Just wondering, do schools usually waitlist you then ask if you want PT or do they just reject you from FT but offer you PT? Do people who apply strictly to PT have a better chance at getting in PT?
