LSDAS GPA Calculations for an international applicant?

I have been getting good grades on my current degree (around 3.97). However, before this I studied in another school with quite frankly poor GPA of 2.75. Both are located in Southeast Asia. I understand that for a US applicant, grades from all institution before the first degree count. However, as I'm an international applicant, is it possible for me to submit only my transcript of the current degree? The reason I ask is because I have read that for US applicants who have studied at a foreign institution for a year or less do not have to submit the transcript for the period if the credits are not transferred to their home university? Am I correct to say that?
