PT 48 - Section 4 LR #23

Hey everyone, i only got 2 wrong in this section, and for some reason i can't wrap my head around this one.
On PT48, Section 4, LR #23.
1) Why is D the correct answer? i.e. how does it not weaken the stimulus?
my guess is that just because efficient managers don't NEED to improve their productivity doesn't meant that they COULD NOT further improve their productivity. is this it?
2) how does E weaken the stimulus?
it seems that just because most managers who are efficient have never attended a time management seminar doesn't mean that attending the seminar wouldn't increase their productivity.
