Sounds totally acceptable to me, but like any subject, presentation is key. Be careful to avoid sentimentality or a pity party, for example.

the topic seems fine. to really answer your question about it being to much it really depends on how you present it (like the above poster stated).

Unless the focus of your PS is poking fun at your sibling's mental handicap, I don't see why this topic would be too much, or inappropriate.

i havent written anything substantial in years. i am almost 10 years out of undergrad
