Is "Decision Status Date" in a status checker the equivalent of the date your application went complete at that school?

It depends on the way the school has it set up. Usually if it says your status is "Complete" the date for that is the date your app went complete. However, sometimes this will update to a new date with no other change in app status at all. A lot of people will freak out because the date will change and their status doesn't, and they'll ask if it means something. It usually doesn't, except when it does.
