LOCI for Held Applicants?

Colleagues-
I am on "hold" at one school and "awaiting a second review" at another. According to the TLS Guide to Personal Statements, my status at both of these schools is equivalent to a deferral and warrants sending a LOCI. Is this the conventional wisdom or should I wait for a more definite response from these schools before bombarding them with letters? Thoughts?

The school I just was waitlisted at said that if I would like I could send a letter explaining anything new that has happened since you turned in your app (like receiving a job promotion, or new grades) or write a Why X letter

I'm curious if it pays to send in LOCIs ASAP.
Do you think no matter when you send it, the committee will get to it when it gets to it? Or could sending it soon make them reevaluate you faster?

Being "held" is generally different than being "waitlisted". A person that is "held" hasn't been put on the WL yet, their app is still being kept open while they look for a sign. Usually the sign they want to see is how serious you are about attending. Well-written LOCIs indicating a real desire to attend will probably convert your "hold" to an acceptance rather quickly.

Or, if you are held at a school where you applied ED, it's more likely that the school is waiting to see how you stack up against the other applicants that will be trickling in.
