I have heard the LSAC has some form of index score specific to each university based on average gpa and lsat score to evaluate the strength of the university. Is this true? If so, where can you find these numbers?

I'm not sure how to find the index score itself, but you can find out how your fellow undergraduates fared on LSAT and GPA by going to Apply-->Report Status. Then click on any of the links under "report date." Toward the middle of the first page, you'll see "Degree School" and a row of stats.

If you log into lsac and go to this link
https://os.lsac.org/Release/Share/Displ ... S&id=INDEX you will see the admissions index. Or you can click apply>credentials>transcripts and on the right side in a box there will be a link to the admissions index.
