How do you get APP Fee Waiver through LSAC

Hey folks, I am thinking applying to Penn State because they said they have already waived my application fee, but when I log on to LSAC and click on Penn State Application, it still asks for the full $60.00 App Fee, anyone know more about this process?

does it try to charge you the $60 when you submit the application or does it just list the price as $60 on the application overview? because if its the latter its probably waived and you just haven't tried to submit it. if it tries to charge you when you submit, i would contact penn state and tell them your fee isn't waived and to send you a code or fix it.
