Applying to peer schools for scholarship?

I have a regional school in the lower T100 that I possibly might attend. I received a fee waiver from another school with same ranking from the other side of the country. How can I go about using the peer school to leverage some scholarship money?

Apply, see what they give you and then once you have both offers (assuming the second school gives you more $$) send the better offer to the school you want to go to. Just say something like "I really want to attend your law school but money has to be a factor in my decision. This is what X school has offerred me and I want to see if there's anything else you are able to give me before I make my final decision." You'll need to send them a copy of the second school's actual letter offering.
