LOCI before WL?

I sent in several applications in late october/early november but retook in december. For a few schools, I didn't send a 'Why X?' essay but I'd like to send one now. I was hoping I could bundle it in with some good news regarding a december retake, but I ended up with a lower score.
I still haven't heard from most of the schools I applied to in early November and I was wondering if it would be awkward to send a letter of continued interest that has a lot of 'Why X?' features. I'm also a little surprised that i've heard from almost none of the schools but I'll chalk it up to the december retake.
