For non-administrative questions, who is it appropriate to e-mail in an admissions office? I have a question I want to e-mail while also expressing interest (did not address school specifically in PS). Dean? Director? Admissions Counselor?

Well, I'd say call up the law school switchboard or main number, and have them direct you based on your question.
