I'm a foreigner and I don't have green card nor visa
and I don't live in the USA
Do I still need to check that I am Non-resident Alien?
Or I'm not since I don't live in the USA?

Non-resident alien = one who does not have green card nor any visa type that allows him to live in the United States.
So, yes, you are a non-resident alien.
Resident alien is someone with a valid green card, whether they are physically on U.S. soil at the moment or not.

This is not true. OP is not currently in the states. Therefore they are not considered a non-resident alien. One must be in the US to be considered a non-resident alien.
