I did this because of personal reasons that required me to stay in a particular location so it was by far my number one choice.

If I could go back, I wouldn't have. It worked out, but it might not have had my circumstances changed and I was able to have more geographic flexibility at the time and decided to go somewhere else. If you change your mind after making such a statement, it's going to look bad. What if you end up getting into a better school with more scholarship money? You never know what might happen. Additionally, it could prevent you from negotiating scholarships successfully if the school thinks you will attend no matter what.

TLDR: Did this, but I don't think it's worth it, and I don't think it affected my outcome (I mean, maybe they were more enthusiastic about admitting me, but I performed exactly how my numbers said I would).

Not worth it, especially because scholarship considerations can/should change your mind down the line.

Thanks for the info. I'm mostly worried that this would get me waitlisted.

Any thoughts on whether writing this would get me waitlisted?

What school (or at least school range) and what are your stats? Unless you're a URM or a Nobel Peace Prize winner, you probably won't outperform your numbers. Stating that you'll attend if admitted in unlikely to make any difference, and it's not worth the potential downsides.
