0L here but why would it be a terrible idea? It seems to me it would be at worst, a waste of time. But I can't see how it would hurt. I don't think you should need to spend very much time to write something clear and concise explaining your specific reasons for wanting Harvard.

Yes, potentially terrible if it is not double-checked that the clinic and the initiative employ interdisciplinary methods and your essay doesn't mention your contributions through those methods in addition to your very specific background.
If you are going to write it, the seven-year experience needs to come in.
It's hard for people to say submit it or don't without seeing a draft though. "It could work."

Seems like all of that is good material for a phone interview. H is just not that worried about yield, especially from someone with a 3.5, to care about a why H essay.

Agreed. Or just center your personal statement around that. Many people come into law school claiming a desire to pursue public interest but few have the credentials to back it up such that your experience could be very valuable, depending on what you actually did.
