Fellowship essay

So I applied to a program where one has to submit fellowship essays before admission decision to be considered for finan aid. The only information that the program has for each fellowship is the area (eg education, criminal justice..) the fellowship is in and the instruction that " tell us how you are suitable for the fellowship. Refer to your personal/profess experiences." What the fellowship entails isn't described.
Are fellowship essays different than personal essays in tone? Should one talk about a health condition ne dealt with, how are the fellow essays approached?
The program has tens of fellowships and one has to apply separately with separate essays of 1 page single-space for each. I am total new to writing fellowship essay so no idea if it's supposed to a proposal or just my PS. It's further complicated as one has to apply separately for multiple schols within the same center without knowing what fellow's duties and tasks would be.
