Better to submit in three weeks with a mediocre PS or wait?

I am applying to places like American, Brooklyn, Richmond, St Johns, Fordham, Washington and Lee.
My lsat score is below median for most schools I am applying to. Gpa is above or at median for most of them.
I have been working hard on my Personal statement but it still is mediocre quality... Not good. Is it best I wait to submit in march or late February so I can craft a really great PS? Or should I just submit my apps by the end of this month with a mediocre not so great PS?
My point is- what will help me have a better chance of getting in? An app with mediocre PS submitted late this month or submitting in late February or March with a better PS? I am nervous submitting late will affect my chances greatly especially with my lsat being below median at most schools I apply to.
