General format question

Usually, when writing for school, I follow the format of: Tell them what you are going to tell them, tell them, then tell them what you told them. Is this still appropriate for a PS? I feel like a PS is more creative and probably doesn't use this structure but I want to know everyone else's views on this.

Ugh, no. Show me what you want me to learn about you. Don't waste space with an introductory outline, and don't "tell" me anything; show me. Dive right in and grab the reader's attention with something vivid--oftentimes this is mid-thought, mid-event, mid-conversation, etc. Then you can back up and set the scene a little and develop your theme.
