For schools that I have about a 25-35% chance of getting into, how much of an impact will the personal statement make?

In general I think that if your PS is absolutely amazing (rare) it can be a slight boost, but will not overcome substantial deficits in numbers. If you're PS is AWFUL, it will more than likely prevent a borderline acceptance.

The more likely situation is that your PS will be fine and it won't really make any difference. With a 25-35% chance your PS will not likely make or break your application, just avoid submitting an awful one.
