Why not write it and choose the strongest to send? Then rewrite the weaker statement with a different topic.

It's generally not (never?) necessary to write a DS, especially if your PS subtly or explicitly explains how you're a diverse candidate. If both statements end up hitting the same points, just chuck the weaker statement and have the stronger one be your PS.
