Why law school? What skills are you bringing to law school? What do you want to do with your J.D.?
Which one of the options will help you answer those two questions better? The one that answers all three of those the best is the one for you.

I think it depends on your confidence in writing these essays. If you can write a strong PS and strong diversity statement, then I say go for it. I would at least write a draft of both statements, as well as draft of a combined one and see what's working and what's not. My sense is what the adcomm cares about most is really strong writing, so submit whatever combination will show off your writing skills the most.
