International PS about returning abroad - too risky?

I've centered my personal statement around my desire to return to my country of birth and practice public policy there. Some have pointed out that admissions officers might simply think, 'Why is he not just studying law in that country?' My thinking was that this approach could impress by showing that I want to do something less traditional, potentially enhancing the diversity of the class and increasing the law school's exposure/prestige abroad if I am successful.
Is this too risky? Do admissions officers care where you want to work?
