Yep.
Although I'm not sure I'd use 'number one choice' in a PS. Sounds too informal to me. Maybe use 'first choice.'

Or you could always just say:

My international background and interest in social justice make X Law my number one choice for law school.

But if you keep it as is, you need the commas

I recall using the phrase "top choice institution for law school" in one of my Why X statements

its a why x addendum, but yeah i like first choice better--it really is my number one, haha. thanks !
