Has anyone seen them? Acceptable or no?

I'd only imagine they would use up an extra line. But I'm curious as to exactly why you consider using one.

Why do you need one? I have not heard of anyone doing this... Why waste the space?

Footnotes? Really? Footnotes are not for this type of writing. Period. You will look quite presumptuous if you use them.
I am willing to bet that you could somehow include whatever you are attempting to footnote in your actual PS. And if not, I'm 90% sure that the footnote is unnecessary or tangential to your PS. Re-frame and re-write your paper if you have already added in footnotes.

If you're talking about as a citation method then definitely not - you shouldn't put anything in your PS that you would need to cite. If it's just a stylistic choice I would still say no. I don't mind them (I like Bill Simmons books for example) but I think a lot of people would find it irritating.
You should probably post an example if you want more feedback
