So, I rewrote my P.S. to be 3 1/4 pages long for Berkeley's extra long personal statement guidelines.

However, I also wrote an almost 2 page "Why Berkeley" essay?

Is this too much? I feel like for any other school it might be, but Cal is kinky like that, right?

Do you mean that 2 of the 3 1/4 page PS is a Why Berkeley? For Berkeley, I took my 2-page PS version and expanded it to be about 3 3/4 pages. The "Why Berkeley" part of this new PS was about 1/2 a page.
