I think it would be stronger to give reasons why the law program itself is appealing to you. However, since many why x essays are designed to gauge your actual interest in the school (trying to protect their yield) this definitely seems like a topic that would show that. I think if you write it well it would be okay, but make sure to include some reasons why the school is appealing to you.
