Grammar question

"Otherwise, we may never adequately address these problems that, in terms of both physical and temporal scales, represent uncharted territory."

I think it should be "that" and not "which," because "represent uncharted territory" is essential to the meaning, but the parenthetical phrase is throwing me off.

You're good. You might go for this instead though:

"Otherwise, we may never adequately address these problems that represent uncharted territory in terms of both physical and temporal scale."
