when is a statement of intent appropriate?

I have a question about writing a statement of intent. There is one law school which my numbers line up with that I am very dedicated to attending. There is nothing in the application that addresses intent to apply to that school specifically. Is a statement of intent addendum appropriate in this case? Essentially I want to somehow work into my application package that this school is my #1 choice, and that many of my immediate relatives went there.
