Extra essays for PI scholarships (NYU RTK and G-town PILS)?

I plan to apply for public interest scholarships to several schools that offer them. Some schools, such as NYU (for the Root-Tilden-Kern) and Georgetown (for the Public Interest Law Scholarship) ask for a supplemental essay with your application but also say that if you wrote about your public interest focus in your personal statement, you can use that instead. Does anyone have any insight into whether you should go ahead and write a separate additional essay if you want to apply for these scholarships, even if you talk about your public service work and public interest focus in your PS?
