I wouldn't put this in a diversity statement. Just highlight it on your resume/personal statement. Many apps have a section that asks about language ability as well. If you speak putonghua add it in that section as well.

Depends on the school and how you spin it. Just saying you taught English abroad for a year probably isn't going to make you stand out as much. Now, if that experience gave you a perspective on the world that you think is truly unique, go for it, but be sure to find a way to explain exactly how and why. You don't necessarily have to fit into the "standard" categories of diversity (race/ethnicity/relition/sexual orientation/disability) to write a DS, although I agree with the general consensus and would also say that it may be more effort for you than you would gain from it. Whatever you decide, good luck!
