Transfer scholarship asking

I know the general consensus is that transfer schools don’t offer scholarships, but I’ve seen a few threads from recent years where people asked and got them.
How do I go about trying that? Would they offer need based grants?
Also, what is the way to bring this up at my current school? I’m at an I ranked school with a 20% scholarship (making tuition $30K per year) and am one of the top people in the class. I was accepted to GW but it will be $65K per year, plus a more expensive city to live in.
