The short answer is no, unfortunately. Schools receiving transfers have basically no incentive to give transfer students scholarships, and I haven't heard of any schools making exceptions to the general rule that transfers pay sticker. This applies regardless of whether the transfer came from a higher-ranked, lower-ranked, or peer school. It's rare enough, though, that it would be worth a phone call to admissions at your target school to see what they can do; T2 schools (at least outside of NYC, DC, LA, and SF) don't take very many transfers, and some schools might have the means to accommodate a special request in circumstances like yours. I would be surprised if they did, but it doesn't hurt to ask. If you get any good news on this, please let us know.
