Cornell scholarship inquiries

Hello everyone, I just finished Cornell online interview yesterday and was wondering when I should fill out merit scholarship form or CSS profile.
I was reading through some older Cornell thread and saw those terms were throwing around quite a bit and got really confused since I've never heard of them before. Do I need to wait until when/if I'm admitted before being eligible to fill out the form and CSS or that's something I'll need to do now?
I'm new to TLS so thank you in advance for any advice in this regard or admissions as a whole.
