Who should I send my Negotiation letter for scholarships to?

Preface: I already received a merit scholarship from the school, I am asking for more.

Should I send it to
A) The Director of Admissions,
B) Associate Dean for Admissions and Fin. Aid,
C) Director of Fin. Aid
D) A Combination of 2 of these people or
E) Someone else?

I'll take a look at it if you want.

If the person you send it to isn't the one whose supposed to read that stuff, they will most likely send it to the person who is. Unless it's me.

I sent mine to the director of financial aid today.

I know at the school I plan on attending, scholarship decisions are made my the admissions office, not fin aid. But these offices work very closely, and if you send it to the wrong person, certainly it will get forwarded immediately.

Send it to the person who notified you of your scholarship, as a response to his/her correspondence.
