How does the process work? Did you have to wait till after the senester started to move out?

Loans are loans. They don't disburse them to you on a monthly basis after you submit proof of proper housing. You get a lump sum at the beginning of the semester, and it's up to you to budget accordingly. There's no special process based on where you live.

Loans may be disbursed as late as the first week of classes, so you'll need to have the security deposit and first month's rent ready before that.
