In-state tuition at GSU?

Hey all, anyone have experience in establishing residency in Georgia for in-state tuition? If so, how difficult is it? YES, I read the post on the forums about various states and how difficult they make the process but I was hoping to hear some personal stories and/or advice. Also, any idea how often/easily they hand out out-of-state tuition waivers?

GSU is VERY stingy with their scholarships, fyi. Only 28% of students had a ship last year (I have been accepted into GSU, but no ship yet either).

I think in-state is after living in GA for a year, though I am not positive.
