I highly doubt it. The two schools aren't considered peers. CLS negotiates with merit scholarship from Chicago, NYU, and Penn, and need-based from HYS.
I had a similar spread between Duke and Chicago/Columbia (different numbers). CC is usually the right choice at this price gap even if you can't negotiate. If you get another $20k from Duke it becomes a more attractive option.
