I don't have experience with that sort of situation, but as long as you word the email politely, there is no downside to trying. I say give it a shot.

There is no downside to trying, but I think it's very unlikely that you will get a living stiped. You're more likely to get an increase in scholarship (and I don't know how likely that is, it's just that living stipends are pretty uncommon and I've only seen them given on top of a full scholarship).

Are you riding any WLs? A new offer off a waitlist could provide some additional room to negotiate and I think others have had success using a similar strategy in the past. I don't have any experience with it either, but I agree with Nony I've only ever seen COL stipends given with a full scholarship. But even a scholarship bump will help to minimize debt.
