Cornell v GULC, help me negotiate!

Cornell - 35k/yr (105K)
GULC - 34.4k/yr (~103K)
Penn - WL
NYU, Columbia, Northwestern, UVA - Haven't heard yet
I am planning as if my decision was between Cornell and GULC (which it probably will be).
Seeing as I have very similar offers from peer schools, how should I go about negotiating? I think I might have a slight preference for Cornell, but if one school gives me a significant amount of more money, I would definitely go to that one.
My first inclination is to go to GULC asking for more money, citing a high COA, and see if I can leverage that. Is this a good idea? Thanks!
