Help me strategize

Info about me:
- URM, non AA
- reverse splitter (lower end of 160s LSAT, very high GPA)
- CA resident
- 2 yrs+ work experience in non-profit legal work
- Career goals: PI/Gov in CA, but willing to relocate short-term...(preferably prestigious PI/DOJ honors work, but willing to start off with underserved community litigation, indigent defense, etc).
- Very hesitant about BigLaw
My question is how to strategize my current acceptances & financial aid for my cycle goals. Please note, I am not looking for retake advice, career alternatives, etc.
Offers I am considering:
UC Berkeley $0 - pending matching scholarship
Duke $75k total, no stips (used this with Berk)
UCLA $75k total, no stips
USC $75k total, no stips
Cycle goals (a girl can dream):
Either close to 1/2 tuition at Berkeley or full tuition at UCLA/USC
So, how can I strategize to accomplish these goals?
With the LRAP in mind, what schools with their respective offers make most sense for my career choices?
