Cornell LRAP

Applying next cycle and Cornell is among my top choices. Found this thread

But it seems like the central question there is unresolved, and I can't figure out the answer by reading through the school's material, either. On TLS's breakdown of Cornell's LRAP it says, "Unlike most of its peer schools, Cornell has an LRAP which does not require the participant to enroll in the federal government’s IBR plan." Whereas the thread above seems to be saying Cornell does not allow participants to enroll in IBR.
Anyone know which one it is, or have any other insight into this program?
