I emailed two separate schools to start negotiations on scholarships a little over a week ago but haven't heard back. How long should I wait before following up? Two weeks? Should I call to make sure they received the email instead of sending another one? Any advice is appreciated.

I think a quick call to confirm receipt is perfectly okay at this juncture. Make it clear you're confirming receipt, however. Do not make it seem like you're wondering where your decision is.
