Scholarship Negotiations and Time

What advice would you give on negotiating scholarships while working on a timeline? I want to maximize financial aid and I know that requires patient negotiation, but at the same time my SO would greatly benefit from knowing what city we're going to live in. The sooner the better (she's a teacher, and job season starts in late February/early March) for her to start locking down a job. How would I tactfully tell a school "I'm taking the best offer I have as of March 1st?" Is that possible? Am I overestimating the power of persistence in scholarship negotiations?
