If you are trying to negotiate scholarship based on other schools' offers, you will have to mention those. And no, it is not likely you will get away with fudging/estimating/otherwise shading the numbers. You may have to provide a copy of your offer letter for proof. You shouldn't say it so bluntly as "I will not attend if my offer isn't going up", but you can make it more gentle ie "with the current cost of attendance, my financial situation will make this a tough decision to attend. If my scholarship were to be increased, it would make a very difficult choice, much easier." (as long as the cost of attendance at school B is actually lesser with the scholarship offer than school A).

Also, re: competing offers. You want the schools to be peers. idk how UCI considers other schools, but I'd imagine USC, UCLA, UCDavis would all help your argument (were you to have favorable scholarships there). I don't know who else would out of those to which you applied...but others may be able to help.

Would BU be considered a "peer school" for IP? It is ranked higher and also in a strong IP area.
