Are there any scholarships out there for people wanting to pursue PI work after graduation that aren't school-specific? Are there any foundations out there that offer $$? I've looked around but I can't seem to find anything.

Your best bet is to build a good PI resume and then try for Penn's Toll or NYU's RTK.
Actually, yo best bet is to just study for the lsat, do well and get a scholarship that way.
Other than that, the biggest PI scholarship is 10k from NAACP-LDF, but I think they favor African Americans and they're very competitive (something like five a year).
There's just not much out there.

That's true, but the thing about Columbia's PI scholarship is that there is very little public data (to my knowledge on it), even about how many people take it/get offered it. I randomly know one person who got it and they had a great PI resume, but also got into Yale on down (so they also had LSAT/GPA and were just the total package).
So even in thinking about Columbia's PI scholarship, you might as well just focus on your LSAT and general PI resume, since that's the highest likely pay off for your efforts based on known info.
