Full scholarships are just that. They increase with tuition. Scholarships with a specific dollar amount don't. Tuition is going to go up for everyone, so this neither advances nor detracts from your bargaining position. If they weren't going to give you money, they won't change their minds because you tell them your tuition will go up. If they do decide to increase your scholarship, they would've done it for any other reason as well.
ETA: I've already asked for an increase, and they gave me an extra $15,000.
