Would GULC consider offers from other regions?

I am about to make a decision to submit a seat deposit and I don't think I will be submitting it to more than one school.
I'm on the waitlist for GULC. I am not so sure about going to these schools at the current offers but in the event that I get accepted to GULC, I do not want to lose the chance to negotiate.
GW offer is just below 54k (still negotiating) and WUSTL is 90k. I have a standing offer from USC at 75k which doesn't require deposit until May. The other two have deposit deadlines for tomorrow. Because of the slight possibility of negotiating with GULC, I think I want to deposit at a place that seems to have a more impact when (hopefully) negotiating with GULC. Anyone have any thoughts on this?
